"I visited family in placement. As baby is very young was unable to verbalise her wishes and feelings and I therefore spoke to the staff team about how the placement was progressing. It was evident the team had a full understanding of baby's uniqueness and the difficulties facing her mother. It was evident from my observation that although the relationship with the mother was strained at times, they had established a relationship and rapport with her. Mum was initially making good progress, and this was reflected in a fair and balanced mid-way assessment. Sadly, the progress was not maintained, and the mother was appropriately challenged about aspect of baby's care which were deemed neglectful or abusive. The team were highly observant of the mothers actions and intervened appropriately and removed baby from difficult situations. The mother was also supported to engage with the MH team as it was noted that mothers MH had declined. The team went above and beyond to support mother and assist her to make changes, this included cleaning the flat and supporting the mother to keep the home conditions tidy and safe. It however became necessary to issue two warnings as things did not improve. Following this the team were subjected to threats, verbal abuse and hostility from the mother. They managed the situation extremely well whilst maintaining a strong focus on safeguarding baby. Despite a high level of hostility, the staff team continued to offer support to the mother and attempted to maintain a relationship with her. The mother was offered assistance to attend groups and community projects which she failed to take up. The assessment was written in a balanced way and was filed on time thereby reducing any delay for the child. The team and manager were very helpful, and their views were taken into consideration when making my recommendations to court. The assessment process was achieved with both the mothers difficulties taken into account without compromising the safety of the child whose welfare remained paramount." Child's Guardian
